No idea about the technical background, maybe Khaled has more details. But
times have changed since GEOS. LibreOffice is none-proprietary software and
documents created or edited with it have to work the same in other applications
too.
So your solution is not outline but shadow or font effects, depending on what
you want to achieve. Talking about Draw you may also want to check the
conversion into contour feature.
Resolving as WF for now.
