This is true.
If you copy an image from InkScape via the clipboard then you get a pixel-based
image (thus obviously can crop it) but if you save the SVG from InkScape and
use Insert -> Image to put it into the LO Writer then you get a vectorial image
and still can be cropped.
So, I am re-phrasing the original title to:
"Vectorial drawings pasted from LO Draw should be able to be cropped"
