There are 3 different "Design modes". You could change the form-design ON/OFF.
If it is set ON the toolbar at the bottom appears.
The you could switch this design-mode ON/OFF. The toolbar will be there, but
form controls will be greyed out. You could test the input of the form.
The button in the toolbar and in the form-control-bar is connected to the same
function.
For LO 6.1 and older there has been a button, which is also named as Design
Mode ON/OFF. This has been a different function. If you press this button you
could, for example, write text in the document and use it as a normal
Writer-document. I would call this "document design mode".
The button in the toolbar should switch this document design mode, not the form
design mode as since LO 6.2.
... and we should find better label this buttons, because it is very
irritating.
