Strange, I can reproduce here with 6.4.0 beta1 as well.

I tried turning on default CTL language (set to Tamil), turning on OpenGL, and
restarting in safe mode, none of them made any difference.
Maybe it's font-related? I'll try a different Tamil font later today.
