I'm putting to highest. I checked and there was no highest enhancements at all,
that I find wrong. Per normal distribution, few per component are fine.
There are multiple criteria: number of duplicates, users, frequency of use, but
also ease of implementation (useless to put highest for a completely new
feature). By all that criteria, this one is highest.
