Can not confirm on Windows 10 Ent 64-bit en-US (1903) with
Version: 6.3.3.2 (x64)

CPU threads: 8; OS: Windows 10.0; UI render: default; VCL: win;
Locale: en-US (en_US); UI-Language: en-US
Calc: threaded

nor on Windows with current master/6.5.0
Version: 6.5.0.0.alpha0+ (x64)
Build ID: b1410efe6d3e7ca217181b18b18407886ffca91e

For a StarMath (sm) OLE object on the Impress canvas, the object can be single
click selected, and then with cursor anywhere in the object body (cursor
changes to the move cross) and dragged to new position on canvas.

Also, the OLE formula can be double click selected for edit (the Math module
will launch showing the input box and elements sidebar) and the OLE formula
object can be selected and dragged.

Note: in the OLE launched Math view of the canvas a click drag selection has to
be more precise and pointing onto the object border. But then the same move
cross will show when on target.
