Two columns starting with headings

Having a column break applied to a paragraph, its "spacing above" will be
different on first column compared to following columns on the same page.

The attachment contains a 2-columnar section with some text divided into two
parts, each having own Heading 1. The Heading 1 style is modified to have
section breaks before inserted automatically. The spacing above is the default
4.23 mm.

The problem is that the headings are misaligned vertically on the first and
second columns. They should be starting on the same position vertically, but on
the second column, it seems, the spacing above is taken twice (modifying the
style's spacing changes the spacing on the page for both headings
simultaneously, but seemingly twice more for the second column).
