For this, I used the following version of LibreOffice: Version: 6.3.4.1
Build ID: a21169d87339dfa44546f33d6d159e89881e9d92
CPU threads: 2; OS: Linux 4.15; UI render: default; VCL: gtk3;
Locale: en-US (en_US.UTF-8); UI-Language: en-US
Calc: threaded.
My test was to follow my own steps. Once I had selected "Format Cell", I
entered a value for each quadrant: 0-90, 91-180, 181-270, 271-359. The text
entered into the cell rotated to each new setting I entered.
