Harley,
this is definitely an operating system issue or the operating systems
permissions on LibreOffice when you installed it.
I would suggest you take your device to the retailer to have it checked. All
apps can save files there is something very wrong not with LibreOffice but more
like your installation of maybe the operating system but somehow more like the
installation of LibreOffice.
