We accept patches. But help wiki is read only at the moment. We maintain translations of LibreOffice help in 57 languages, it would be impossible to keep track, if help authoring would be crowdsourced. Also, the problem of conversion wiki text back to LibreOffice source help format (or to platform dependent native help formats) has not been solved yet. http://wiki.documentfoundation.org is the public wiki, where people can contribute freely.
