Description:
buttons ltr and rtl are not displayed on format bar even if they are checked
using personolizing tool bar
Steps to Reproduce:
1. tools / personalize / toolbars
2. target / format
3. check / uncheck rtl & ltr
4. toolbar unchanged
Actual Results:
buttons not displayed
Expected Results:
buttons displayed
Reproducible: Always
User Profile Reset: No

tried on 2 different pcs win10 & win8
