1. Select Help, Libreoffice Help (or F1)

Actual Results:
Brings up browser with Help
Expected Results:
Should bring up offline help. libreoffice-help-en-gb is installed, version
1:6.3.4-0ubuntu0.19.10.1
Reproducible: Always
User Profile Reset: Yes

I've not had this problem before, I've always used offline help.
