The 3.6 versions are more strict about text conversion into numbers/dates.

In your formula:
=WEEKDAY(CONCATENATE(TEXT(A9;"##");".";C$4;". ";TEXT(C$3;"####")))
                                             ^
there is an extra space after second point.
Works well without the space:
=WEEKDAY(CONCATENATE(TEXT(A9;"##");".";C$4;".";TEXT(C$3;"####")))

But I think the formula can be more simple and avoid errors:
=WEEKDAY(DATE(C$3;C$4;A9))
