I can reproduce it on a different ubuntu system with a clean user profile.
libreoffice --safe-mode --> continue in safe mode.
Version: 6.3.4.2
Build ID: 1:6.3.4-0ubuntu0.18.04.1~lo2
CPU threads: 8; OS: Linux 5.0; UI render: default; VCL: gtk3;
Locale: en-US (en_US.UTF-8); UI-Language: en-US
Calc: threaded
It seems that it happens when the track change menu in the sidebar is open and
it affects text that is written 'before' the comment.
