In PowerPoint you can also move things outside of the slide. If you do that,
the viewport is enlarged, and you can scroll to the new place; but, if you
don't, they don't disturb you.

I don't think the Impress behaviour is really so useful.

I would be ok with this, although I don't think that Impress letting you scroll
out to void is really an advantage.
