Problem description:
Wile opening a xlsx file, LibreOffice Calc modifies cell formatting for text
cells.
Steps to reproduce:
1. Take an example sheet
  Item,PartNum,Price
  Thing1,0001,1.10
  Thing 2,0002,1.20
2. Save as xlsx useing Microsoft Office or LibreOffice
2. Open with LibreOffice Calc
3. PartNums are changed to 1 and 2 instead of 0001 and 0002
4. Examining the cell format, it is still set as text.

Current behavior:
Changes values of cells
Expected behavior:
Don't change values of cells

Other:
If you save to xlsx form LibreOffice and open with Microsoft office the
formatting is correct.
Tested on Mac and a Ubuntu system.
