I have a file that is stored in a folder with an Umlaut in the name - and the
file itself contains an Umlaut. I can open and save the file (so there is no
relation to bug #126812 )

When I want to export the document to PDF the error message pops up that 'Der
angegebene Ordner existiert nicht oder ist nicht lesbar.' (The selected forlder
does not exist or is not readable).
This message pops up three times before the file-save dialog opens. Attempts to
save the file in the folder with Umlauf fails with the same message. Saving to
a different folder works.
