Sure, I didn't explain fine.
The language in the import window is for the source csv file, not for the
destination file.
So there is no other way, or select properly every column type of select an
import language that matches the csv format for dates and numbers.
For your files 'English UK' as language for import, works fine for me.
How the csv file is build doesn't depend on LibreOffice.
In any case there is not a bug.
