The first screenshot is weird. You indicate you never installed LO and just
download 6.4.0 but the it shows 6.1.5
Have you got some antivirus? If yes, could you disable it temporarily during
the install?
Also, perhaps you should clean your Windows registry with free tools like
ccleaner or Glary Utilities.
