Thank you for reporting the bug. I opened the document in Word 2010, and I can
confirm that it is editable in certain sections. I, additionally, can confirm
that the bug is present in a recent master build on Windows.
Using:
Version: 7.0.0.0.alpha0+ (x64)
Build ID: e8ac78d3afdeb0302eaea34a50f1ca912d5fe897
CPU threads: 2; OS: Windows 10.0 Build 17763; UI render: GL; VCL: win;

This appears to be covered under Bug 120763.
I need someone else to confirm that this bug report is a duplicate.
