It's just a visual effect. The menu items are clickable and fully accessible.

No other applications experience the same problem.
For instance, Mozilla (Firefox and Thunderbird), Liferea, The Gimp... all of
them display the menu properly.
I'm attaching a combined screenshot showing how Firefox 73.0, Thunderbird 68.5,
Liferea 1.12-rc3 and The Gimp 2.8.18 look like just after I launch them.
