On Win10 with LO 6.4.1.2 with French UI, I don't reproduce this.
First could you upgrade to 6.4.2?
Then if you still reproduce this, could you rename your LO directory profile
and give a new try (see
https://wiki.documentfoundation.org/QA/FirstSteps#Corrupted_user_profile) ?
