Localizing is not a problem. The system allows localizing this embedded
shortcut.
But using different forms (cases) of such localized word/term is a problem,
because LO infrastructure does not allow this (as it doesn't know which case to
use automatically etc.).

Please, first read this:

Then maybe you will understand, that many world languages have different forms
of words for different cases, which means that a Ctrl key, localized in
Nominativ in Slovenian as "krmilka" should in some sentence structure of
translated LO Help string be in Genitiv (so it should become "krmilke") and
some other LO Help string as Locativ ("krmilki") etc.
