Description:
The last line of a justified text box is always start-aligned, even if "Last
line" is set to "centered" or "justified".

Steps to Reproduce:
1. Create a new draw document
2. Create a new text box, tall enough to fit multiple lines
3. Enter some text spanning multiple lines
4. In Paragraph->Alignment, set to "Justified" with "Last line: Justified"

Actual Results:
Last line is not justified.

Expected Results:
Last line is justified as well.

Additional Info:
This is probably related to #91326.

As an ugly workaround, the following can be used: At the end of the last line,
add a space and then as many Em-Quads (U+2001) or similar until the line wraps.
But this is not what one can tell ordinary users.
