Still WFM on Windows 10 (1903) with

Believe it was intentional change [1] to the Tools -> AutoCorrect ->
AutoCorrect Options default value for the 'Apply border' controlling the
'ChangeToBorders' editengine action.
Previously was checked enabled, now disabled by default.
Adjust as needed in the AutoCorrect Options dialog.
