Problem description:
Impossible to select a frame ("cadre" in french, I'm not sure of the name in
the english version) with the mouse when this frame is located inside the top
margin.
Steps to reproduce:
1. Create a new blank writer document
2. Menu : Format > Page...
3. Fix Hight margin to 12,00 cm (for instance) and confirm by OK
4. Menu : Insertion > Frame ("cadre" in french version)
5. Create a frame anchored to the page with vertical position at 2 cm (for
instance) from the top of the whole page
6. Click anywhere else in the document so that the frame is not selected
anymore
7. It's impossible to select again the frame by the mouse
Current behavior:
Impossible to select a frame with the mouse when this frame is located inside
the top margin.
If you want to select it to add text or anything else, you have to use the
navigator to change the vertical position in order to place the frame outside
of the top margin.
Next you have to modify again the vertical position to place the frame in its
initial position.
Expected behavior:
Should be possible to select a frame with the mouse when this frame is located
inside the top margin, and was possible in 3.5 versions.
