The problem has nothing to do with .doc, its a .wmf problem. I extracted the
.wmf (see attached "problemcausing_200000620005A6F10001B215A12FD2C0.wmf"). 
When you insert that picture into a A0 landscape empty.dwg (original size of
picture might be 236,14cm / 101,24cm width/height?) you see that the chracters
have a nice width/hight ratio, but the ratio of the complete picture has
width/hight ratio 3:1, instead of more or less 1:1 in the text document table.

May be that ratio is wrong? When I open the wmf in IrfanView, the green "A+"
bar has a width/heigh ration of 2.5 what is  more or less the same as in the
WORD document.

In " empty.dwg " (see above) with picture original size the green "A+" bar has
a width/heigh ration of 5

So I think the root of the problem is a wrong with/height ratio of the drawing
elements in the wmf when opened in LibO.

The effect is not new, I see the same with OOo 1.1.5. so if it's a bug, it's
inherited from OOo.

I see the same problem with “Lotus Symphony Release 3.0.1 Revision
20120110.2000” on German WIN7 Home Premium (64bit) 
and
AOOo 3.4.1
