I reproduced the faulty behavior on another Macbook running 10.15 Catalina.
So it's not just in 10.11 El Capitan and not only on my Macbook.
(I'm using a mid2009 Macbook and cannot install a Mac OS newer than 10.11 El
Capitan.)
