comment 1 indicates that the main problem is that the first table is push way
down on the page. This was fixed in LO 5.3, so this could be considered a
duplicate of bug 96277.
There are some other small problems here - seemingly related to a negative
vertical position relative to the paragraph. That is similar to bug 80717 -
except that report focuses on "relative to page".
