Just upgraded to LO 6.4.2.2 (from 6.4.0.3, on Ubuntu 19.10). Now the dialog
appears after about 1s, perfectly acceptable.
So it seems that bug has been fixed (inadvertently?) for Linux somewhere
between 6.4.0.3 and 6.4.2.2, when looking at all the reports.
