Image moves around a lot when changing anchor
Steps to Reproduce:
1. Open the attached file
2. Select the image on the last page an change it to:
A) As character
B) To character
C) To paragraph
D) To page
E) To character
F) As character
G) To character
Actual Results:
Moving image
Expected Results:
Not sure what to expect.. but probably not so much change?
