I think this would be very handy as well. When working with a spreadsheet that
has formatting such as borders, copy/pasting or cut/pasting quickly becomes a
chore when every action has to be done with paste special.
And as the OP mentions, untrained individuals will quickly mess up formatting
when it's not locked.
