Page wrap confused if page wrapping is on and another image is anchored as

Steps to Reproduce:
1. Open the attached file
2. Select the arrow circle
3. Set it to page wrap optimal
Actual Results:
Jumping to third page
Expected Results:
Page wrap ignores images anchored to character
Reproducible: Always
