Table -> Properties -> Text Flow Tab -> Break is checked.. causing the behavior
This does happen if a page break is set on the first page. See bug 132583
So, two questions
1. Does Word have the same flow behavior? Can't find the setting/ or wrong
import
2. Does cut/paste on the first page mean, inserting a page before.. or is there
exception for break before setting if the table is pasted on the first page
