Made a new attempt and discovered this appeared in 5.0. Bibisected with win 5.0

refactor ValueSet to use RenderContext
Adding Cc: to Tomaž Vajngerl
This is seen by going to sidebar master slides view and changing the master
slide theme twice. On the second change, the "Used in this pres" gets stuck in
"Preparing preview".
I checked by flipping between the first bad commit and last good to be sure.
