Page break before enters new page, even if it's the first item
Steps to Reproduce:
1. Open Writer
2. CTRL+Enter
3. Insert a table
4. Cut the table
5. Paste the table -> Extra page is added because of page break before
Actual Results:
Extra page
Expected Results:
Able to detect being on empty page?
Reproducible: Always
