Comments could work, if they were unanchored and scrollable on their own.  The
comment feature didn't work for me in this particular instance, because if
there's a detail of interaction I want to reference 50-100+ pages later, I
still have to scroll up through all those pages and hunt for where the comment
is anchored.  Instead if I had an independent list of a handful of comments, I
could easily see. For example, "oh, these characters already talked about
that."

With how forgetful I'm becoming, having that independent list of notes and
events would be so helpful.  I can't count how many times I went to hunt for
details I've forgotten and wrote something I already wrote once before, then
have my proof reader come down on me.

I suppose that would be the simplest way to do it: unanchored comments that
could be scrolled on their own.
