ENHANCEMENT: Make it possible the configure the default anchoring
Steps to Reproduce:
1. Open Writer
2. Insert an image -> Insert 'to character' by default
No issue with that. And of course.. someone gets confused: bug 132948
Actual Results:
A default someone set
Expected Results:
Make it configurable.. so everyone can have it his way.. only an enhancement
idea.. not really a fan..
