Bug 125696 is not related to this in any way
CSS styling is something that happens, when you export from LibreOffice to some
format that uses CSS, like HTML or EPUB. There are mappings that attempt to
convert the internal LibreOffice styling to CSS.
Regarding border-radius, incidentally there has been work done on rounded
borders just last week: bug 49247
