Hello PeeWee,
Bullets and Numbering dialog is not meant to create the list but to format it
so you need the list first.
Steps:
1. Open Draw
2. Add the text and select it
3. Click on 'Toggle Bulleted List' on the sidebar
-> Now you have a bulleted list. you can use the mentioned dialog to format it.
