Spreadsheet with conditional formatting loss.  Some areas ok others with
partial or total loss.

Problem description: 
I use conditional formatting extensively in my spreadsheets as indicators.  I
just updated from 3.5.7 to 3.6.4 but the new version seems to be losing the
conditional formats.  When I quit Friday, everything was as it should be, but
when I opened the workbook on Monday morning, things were not as I left them. 
I have also noticed other instabilities in the conditional formatting with this
version.  Overall it seems to "forget" or "lose" the formatting in an
inconsistent manner.

Steps to reproduce:
See the attached spreadsheet.

See "Quantity" sheet.  This served as the template that was used to make sheet
"A1".  Please note the following:

- If a "1" is entered in cell E52, N133:N214 turns blue indicating that it is
active
- If the value of cells G134, H134, and I134 are all greater than 1, the row
turns blue indicating that it is active
---Each row works the same way


1. Copied "Quantity" sheet and named copy "A1"
2. Worked on "A1" sheet on Friday and the formatting was as it should be
3. Saved sheet Friday afternoon
4. Powered off computer
5. Powered on computer on Monday morning
6. Started working on "A1" sheet and realized that the conditional formatting
was missing in some places.

Current behavior:
Unstable conditional formatting.

Expected behavior:
Stable conditional formatting.
