Draw
request to optimize the visual layout of Draw
By default there are three layer (Layout, Controls and Dimension Lines)
available in Draw. This layers the user can't delete and maybe show that Draw
has layer features.
This request is to hide the layer line by default and give the option to
show/hide it as other toolbars with Menubar -> View -> Toolbars -> ...
