I am experiencing the same issue not only in Writer, but also in Calc.
Whenever the Tabbed UI is enabled typing feels really slow compared to the
Standard Toolbar UI.
As described by the OP the vertical bar is lagging behind, but I haven't yet
seen that characters appear in a wrong order. (I'm not the fastest typist)
In Calc there also happens to be a lag when switching to another cell with
pressing [Enter] or [Tab], which is to some extent annoying.
