There probably wasn't much demand for it, plus these tend to be non-trivial
amount of work, eg. here's the commit from 10 years ago that increased the
limit to 1 million rows:

(it's actually not that bad compared to the much more complex case of
increasing the column limit to 16k that is being worked on)

I don't know, what did Microsoft say? Jokes aside, I'd say mostly memory, maybe
the average amount of memory in computers increased 4- to 8-fold in ten years,
which isn't a lot compared to the increase in addressable space you're
comparing to.
I'll leave the actual assessment of the feature request to a Calc expert.
