Image changes position after changing anchor from paragraph to character and
dragging the anchor
Steps to Reproduce:
1. Open the attached file
2. Right click the image -> Change anchor to character
3. Drag the anchor up to the first paragraph
Actual Results:
Image moves
Expected Results:
Shouldn't be so
