Of course, I can not reproduce this bug even in LibreOffice 3.6.4(.3).
When I copy the sample line:
   1.011;1.011;1.011;1.011;1.011
into a new text file, save this file as “sample.csv” and open it with
LibreOffice (3.6.4.3), LibreOffice presents to me (as expected) the “Text
Import” dialog window. In this window, there is a popup menu for the “Language”
of the text we want to import. It is very important to select the right setting
here.

* If I select e.g. “English” (in any variant), as appropriate, because our
  sample file uses the dot '.' as decimal separator, not as thousands
separator,
  the sample file is imported correctly, i.e. as a single row containing
  five floating-point numbers:
  1.011  1.011  1.011  1.011  1.011

* But if I select e.g. “German” (in any variant), i.e. a language which usese
  the dot '.' as thousands separator, the result is different:
  now I get a single row containing five integer numbers:
  1011  1011  1011  1011  1011

BOTH results are correct! It depends on the language setting how number strings
like “1.011” need to be interpreted.

So I can’t see a bug here either.

Thank you for your bug report! But according to jkonecny’s and my test results,
at least the current versions of LibreOffice (3.6.4.3 and the testing version
4.0.0beta1) handle this issue correctly.

Could you please test yourself if you can still reproduce this issue with
LibreOffice 3.6.4? Or is it possible that you have just overlooked the
“Language” setting in the “Text Import” dialog window and its importance? ;-)
This happens easily, and would easily explain your results ... See my
explanation above.
