I was discussing the general clipboard topic a bit in the dev chat and was
pointed to this commit:

cache foreign content in win32 clipboard code (tdf#133267)
I checked the Win 7.1 repo and unfortunately this specific commit is inside a
range of commits! So it might be that this commit helped solve this particular
issue.
