You are asking general issue without any references, like you didn't test and
search.
LO already opens PDF with text in Writer.
LO doesn't and will not open PDF's as image, as explained in bug 95779 .
It's pointless that you report bugs for LO 5.4 with explanation that you use
XP.
You may use Linux on that computer and new LO.
This is not valid bug report, you should have informed yourself on web page
ask.libreoffice.org.
