I confirm that only the topmost and leftmost segments can be moved. The file is
not opened in read-only mode for me. Tested on Linux and Windows master builds.
Also older builds on Windows, 4.4.7, 3.3.0, always the same behaviour.
I guess we should unzip the file and take a look at the XML structure to figure
out what is wrong.
It is difficult to treat this as a bug without steps we can use to reproduce
from scratch.
