The question is probably about the resolution line.

For instance there are AFM (atomic force microscopy) 
images that have elongated pixels.
For the displayed physical size to be correct,
this has to be taken into account.

But I agree this is a corner case, that can wait,
hence the default to "keep ratio" for resolution.
Let's say it's for consistency, for now.
